
Dr. Patsy Jackson
Dr. Patsy Jackson, EdD, DNP, FNP-C, PMHNP-BC has successfully served as the interim President/CEO of Southeast Kentucky Community and Technical College since May 2024. Prior to her current role as interim President, she served as tenured faculty and in a variety of leadership roles at Big Sandy Community and Technical College including program administrator of nursing, program administrator of health science technology, associate dean of academic affairs – general education, and dean of healthcare programs. Dr. Jackson joined the community colleges in 1993 under the University of Kentucky Community College System and continues to serve students, colleagues and communities in KCTCS. Her experiences also include teaching roles in multiple universities, including undergraduate and graduate education in public and private higher education institutions. As a role-model for lifelong learning, she earned an associate in applied science degree in nursing from Prestonsburg Community College; a bachelor of science in nursing (BSN) degree, a master of science in nursing (MSN) degree, and a doctor of nursing practice (DNP) degree from the University of Kentucky. She earned her post-masters certificate as a rural family nurse practitioner, her post-masters certificate as a psychiatric mental health nurse practitioner and her educational doctorate in educational leadership and policy studies from Eastern Kentucky University.
Professional Objective
My professional career aspiration is to serve as President of a progressive, rural community and technical college, designed to deliver opportunity in a multi-campus model. Applying innovation and leadership competence, my goals are to create and promote an exemplary academic, social, and culturally rich environment in which the college's mission and vision are achieved. Consistent with the multi-campus design, my aims are to provide a very visible and vocal presence in all counties served by the college and to competently represent the college in all venues. My leadership objectives for the sustainability and growth of the college are to cultivate an energized and progressive campus culture, maximize performance metrics, enhance employee morale and engagement and ensure financial stability and sustainability of the college through enrollment growth and increased resource acquisition.
Leadership objectives include maximizing student success, maintaining budgetary and accreditation compliance, operating with improved efficiency and effectiveness, promoting relevant programming, accelerating workforce and industry responsiveness, hiring and developing exemplary faculty and staff and fostering solid partnerships.

Successfully serving as the current, interim President/CEO of Southeast Kentucky Community and Technical College (SKCTC), leading improved college performance and recognizing key efficiency and effectiveness outcomes related to enrollment, strategic planning, resource acquisition, organizational operations, partnerships, workforce development and reaffirmation readiness. Uniting the talents of faculty, staff and administration, outcomes are as follows:
- Received a national Leader College Award by Achieving the Dream - February 2025.
- Received a local Bell County Chamber Award for Outstanding Contribution - July 2024.
- Established 3 new scholarship endowment funds totaling approximately $71K.
- Engaged the internal and broader community to develop a robust college strategic plan, aligning SKCTC with KCTCS priorities.
- Executed, in full compliance, the 2024 - 2025 operating budget of approximately $34.8M.
- Established a college-wide assessment plan to prepare for SKCTC's 2027 reaffirmation.
- Exceeded revenue projections for fall 2024 and spring 2025 (to date) by $984K.

- Exceeded our fall 2024 total headcount enrollment goals by 114 students, credit hour production by 2,186 hours, FTEs by 177 and high school enrollment by 137 students.
- Currently exceeding our spring 2025 total headcount enrollment goals by 17 students, credit hour production by 2,038 hours, FTEs by 136 and high school enrollment by 51 students.
- Managed an aggregate total of $11.4M in grant funding (not including 3 grants that are pass-throughs from the state/others).
- Captured approximately $3.4M of the $11.4M grant monies since May Major recent grants funding sources include Council on Postsecondary Education (CPE), Appalachian Regional Commission (ARC), Partners for Rural Impact (PRI) and U.S. Department of Labor (DOL).
- Expanded partnerships with healthcare agencies, including support for the Mountain Comprehensive Healthcare Corporation (MCHC) RAISE program, supporting the upskilling and upward mobility of agency employees through SKCTC academic programs.
- Preparing to launch a prison education program to improve re-entry potential and to reduce recidivism risk.
- Intensified marketing strategies through coordinated social media, local media and billboard campaigns.

- Implemented a budget presentation process to allow budget authorities to discuss budget needs with Cabinet members and to align annual planning with budgetary needs.

- Oversaw system-wide improvement priorities as identified by the Huron 360° system analysis conducted for the KCTCS Board of Regents, impacting policies, personnel, assets, compensation and logistics.
- Organized an annual professional development conference in partnership with the University of Pikeville, Mountain Comprehensive Care Center, Hazard Community and Technical College, Southeast Kentucky Community and Technical College and multiple area high schools.

- Oversaw personnel management by onboarding highly qualified faculty and staff and managing the retention of these employees.
- Completed multiple local, regional and reputable national leadership development institutes, including the American Association of Community Colleges (AACC) Future Leaders Institute, the American Association of Women in Community Colleges (AAWCC) Leaders Institute and the Higher Education Innovations Visionary Presidents Institute.
- Represented faculty in multiple KCTCS shared governance roles such as Faculty Council Co-Chair, BSCTC Board of Directors, Rules Senator, Senate Advisory Committee on Promotion, Senate Advisory Committee on Appeals, the Senate Council and the Board of Regents.
Resource Acquisition:
- Redesigned a nursing and allied health suite on the Pikeville campus through a $1.5M Appalachian Regional Commission (ARC) award.
- Authored a successful Nurse Educators of Tomorrow (NET) grant proposal in 2022, capturing approximately $327K for faculty development in nursing education.
- Co-authored a successful Project Firstline grant of approximately $53K in May 2021, partnering the college with the Center for Disease Control and the League for Innovations in the Community College.
- Led the capture of $2.25M in Title III grant funds in 2019, aimed at advising, apprenticeships, academic innovations and synchronized classrooms.
- Contributed to the acquisition of additional grant monies by writing, reviewing or editing various smaller grants.
- Partnered with local hospital donors to acquire automatic external defibrillators (AEDs) for each campus.

- Innovated nursing extern programs, extending earn-and-learn opportunities to students and increasing their clinical exposure and experience.
- Spearheaded new partnerships with regional universities to enhance transfer opportunities for students.
- Expanded guided pathways and dual credit pathways for local high school students, including proposed youth apprenticeships.
- Provided oversight for multiple partnerships with program vendors.

- Coordinated a comprehensive safety and security plan for the college, including improved crisis response.
- Partnered with the Kentucky State Police, local law enforcement and emergency medical services to execute onsite active shooter drills for three campuses, engaging 150+ faculty, staff and community partners.

- Created an online LPN-ADN nursing program, resulting in improved accessibility for adult learners.
- Led the transformation of curriculum to offer stackable credentials for students, directly aligning programs with workforce and economic development needs of the region.
- Remained current in teaching and learning in the community and technical college system and multiple universities, both undergraduate and graduate level.
- Selected for the Great Teacher Award in 2006 & 2017.

- Served on a plethora of Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) site visit teams in multiple states.
- Led BSCTC's nursing program to prepare for Accreditation Commission for Education in Nursing (ACEN) candidacy and accreditation.
- Successfully led the dental hygiene, dental assisting, emergency medical technician/paramedic, health science technology, nursing and respiratory care programs through the Council on Post-secondary Education (CPE) program review process in 2023 - 2024.

Responsibilities include budgetary oversight, creation of new programs, current program growth, partnership development, accreditation, program review and alignment and personnel management.

As a result of organizational restructuring in 2016 and the elimination of all Associate Dean positions, I requested to return to nursing administration to lead the program in outcomes improvement, including retention rates, accreditation, transfer rates and board pass rates. Tennessee Valley Corridor Consortium Council of Presidents
Presidential Fellow 10/2016-06/2018
As the appointed Presidential Fellow, responsibilities included collaborating with the college President to provide input on programming and implementation of new ideas relevant to the consortium's focus and to represent the President's interests within the multi-state consortium. The mission of the Tennessee Valley Corridor (TVC) consortium is to sustain existing federal missions, compete for new federal investments and leverage these investments to grow more private sector job opportunities. Objectives of the consortium include promoting communications, engagement and substantive cooperation among the community colleges located in the five states comprising the TVC, encouraging greater collaboration among the community colleges and the federal institutions located within the TVC, facilitating collective engagement among the community colleges and the four-year public and private colleges and universities within the TVC and creating and facilitating appropriate communications and engagement opportunities among the community colleges and members of the TVC Congressional Caucus.
