Dr. Larry Bailey

Dr. Larry Bailey is a part-time Accreditation Peer Reviewer/Advisor for the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). He served as Vice President of Academic Affairs/SACSCOC Liaison and Director of Special Projects at Jackson State Community College (JSCC) for eight years until June 2022. He was President of Mississippi Delta Community College (MDCC) for 11 years and Dean of Academic Affairs for eight years. He taught business at Delta State University (DSU) for nine years and continued to teach part-time for DSU and Mississippi State University's Community College Leadership program during his tenure at MDCC.

Bailey was recognized by the International Honor Society of Phi Theta Kappa to receive the Shirley B. Gordon Award of Distinction, was elected to serve on the National Junior College Athletic Association (NJCAA) Board of Directors and the American Association of Community Colleges (AACC) Board of Trustees, and graduated from the Mississippi Community College Fellowship Program. He has contributed to accreditation efforts by serving on various visiting committees for SACSCOC, making presentations at SACSCOC annual meetings, and providing leadership during six accreditation visits at MDCC and JSCC.

Bailey collaborated with faculty and staff to introduce new academic and technical programs, short-term certificates, and non-credit training programs; established partnerships with secondary schools to allow high school students to attend college and earn associate degrees; increased online course offerings and degree programs for student flexibility and accessibility; developed relationships with businesses, industries, and local and state government; and implemented a 4-day class schedule at the President's request within one semester.

Bailey and his wife, Gail, have been married for over 40 years.

  • Promoted to oversee all affairs, administration, and enforcement of policies and regulations as directed by the Board of Trustees.

  • Led development of program of studies, curricula, and course of study in cooperation with administrators and faculty with focus on utilizing technology in instruction as well as in college operations.

  • Gove1ned over college property including acting as purcl1asing agent within annual budget in accordance with state laws.

    • Assisted in securing grant funding of $488,000 to furnish a state-of-the-art workforce training center as well as continued state funding to offer workforce training to over -7,000 individuals each year.
    • Served a diverse population of students who were 1uajority African American, female, GED completers, and many non-traditional students.

Dean of Academic Affairs (1993 - 2001)

  • Reported to President and advised and directed all aspects of the Academic Division including departments of Associate of Degree Nursing, Business, Continuing Education, Developmental Studies, Fine Arts, Health & Physical Education, Family and Consumer Sciences, Languages and literature, law Enforcement Training, libra1y, Mathematics, Science, and Social Science, and Education.
  • Managed 75 full-time faculty members, 40 part-time faculty members, 10 staff, and 1500 academic students.
  • Served on the Executive Council and as liaison to the Southern Association of Colleges and Schools Commission on Colleges.
  • Executed recommendations on staff employment, retention, placement, and transfers while facilitating improvements in instructional methods.
  • Recruited Chairs, Directors, and qualified academic staff.
  • Prepared class schedules and academic assignments, reviewed student registration, courses, and programs on continual basis to uphold standards.
  • Partnered with Business Manager in budget deliberations and approved expenditures.

    • Triumphed in 10-year regional accreditation reaffinuation process with SACSCOC, ensuring ongoing compliance and recognition.
    • Spearheaded establishment of only accredited training facility and progra1u for law ent officers outside state's training facility, expanding access to quality training.
    • Expanded the establishment of new programs including Certified Nurse Assistant, Precision Agriculture/Global Positioning, Dental Hygiene Technology, Nuclear Medicine, Culinary Arts, Hotel Restaurant Management, and a Utility Lineman Program; new options were added in the Electronics Technology and Business and Office Technology and the LPN to RN fast track program.
