Narrative:

Big Sandy Community and Technical College (BSCTC) publishes policies on the responsibility and authority of faculty in academic and governance matters through the document By-Laws of the Faculty and Faculty Council of Big Sandy Community and Technical College [1]. In addition to this document, authority of the faculty in academic and governance matters is also referenced in Section I of the KCTCS Rules of the Senate and in the Kentucky Community and Technical College System (KCTCS) Board of Regents Policies 1.4 and 4.11 [2] [3] [4].

BSCTC and KCTCS policies give the faculty, through the curriculum review process, primary responsibility for the creation of new programs and courses, as well as changes to any existing program or course. The College, as set forth in Section I of the KCTCS Rules of the Senate and in the By-laws of the Faculty and Faculty Council, has elected faculty representatives on the Rules Committee, Curriculum Review Committee (CRC), and Senate Council at the Systems level [2] [5] .

The college representative on the System Rules Committee serves as the chair of the local Rules Committee. The local Rules Committee shall:

  • Codify the Rules of the Faculty of the College;
  • Make recommendations to the Faculty, upon request or upon its own initiative, regarding modification of the Rules of the Faculty, the Rules of the Senate of the College, or the policies and procedures of the Board;
  • Continually evaluate the Rules of the Faculty of the College to meet new conditions;
  • Assist in the process of developing the College faculty policies, procedures and governance documents; and
  • Perform other responsibilities as delegated to it by the Faculty or Faculty Council [6].

The elected representative to the System CRC chairs the local CRC. The local CRC Committee shall:

  • Make recommendations to the Faculty concerning new courses, course changes, and the dropping of courses;
  • Make recommendations to the Faculty concerning new curricula, curricula changes, and the dropping of curricula;
  • Make recommendations to the Faculty, upon request or upon its own initiative, concerning the needs of the instructional program of the College; and
  • Perform other responsibilities as delegated to it by the Faculty or Faculty Council [6].

The By-Laws of the Faculty and Faculty Council of Big Sandy Community and Technical College are provided at the first faculty meeting of the new academic year [7]. Policies as set forth in the KCTCS Senate Rules, KCTCS Board of Regents and KCTCS Administrative Policies and Procedures can be accessed through the Internet at www.kctcs.edu.
