Narrative:

Section 1.3.1 of the Kentucky Community and Technical College System (KCTCS) Board of Regent's bylaws addresses the issue of conflict of interest [1]. The bylaws describe examples of conflict of interest such as a Board member having knowledge that a family member or any organization in which the Board member is an officer, director, employee, member, partner, trustee or controlling stockholder has an existing or potential financial or other interest.

Conflict of interest is also addressed in Kentucky Revised Statutes, KRS 164.0053 [2] and KRS 45A.340 [3]. Additionally, the Governor of the Commonwealth of Kentucky requires all appointed members of higher education boards to sign a conflict of interest statement [4].

Article III, section 3.1a, of the Big Sandy Community and Technical College Board of Director's Bylaws addresses conflict of interest in that no citizen member of the Board of Directors shall be a relative of any employee of the College [5].
