3.11.3 The institution operates and maintains physical facilities, both on and off campus, that appropriately serve the needs of the institution's educational programs, support services, and other mission-related activities. (Physical Facilities)

Narrative:

Big Sandy Community and Technical College (BSCTC) operates and maintains physical facilities that appropriately serve the needs of the institution's educational programs, support services, and other mission-related [1] activities.

The physical facilities are located at 5 locations.

  • BSCTC has operations on 4 campuses [2] with 16 buildings situated on approximately 81.7 acres. The campus locations are:
    • One Bert T. Combs Drive, Prestonsburg, KY. The Prestonsburg Campus has 7 buildings totaling 191,986 square feet located on 48.1 acres.
    • Third Street, Paintsville, KY. The Paintsville Campus, also referred to as the Mayo Campus, has 7 buildings totaling 176,283 square feet situated on 17.2 acres.
    • 120 Riverfill Road, Pikeville, KY. The Pikeville Campus has 1 building with 70,000 square feet on 4 acres.
    • 150 Industrial Drive, Hager Hill, KY. The Hager Hill Campus has 1 building and a Commercial Driver's License (CDL) instructional driving course situated on 4.4 acres.
  • Additionally, BSCTC has property at Betsy Layne, KY., consisting of a simulated mine and a classroom building totaling 21,552 square feet positioned on an 8 acre site. Currently, the simulated mine and classroom building is not in use.

Since 2002, nearly $24,000,000 has been expended on major capital projects at BSCTC. Three new buildings were completed on the Prestonsburg Campus; the Postsecondary Education Center ($6,650,000), East Kentucky Science Center ($3,835,000), and the Student Center ($5,500,000). A major renovation project ($7,582,000) was also completed on the Paintsville Campus. Also, several minor capital projects were completed during this period [3].

In order to operate and maintain college facilities, the Maintenance and Operations department (M&O) utilizes a daily and weekly cleaning schedule [4], a multiple shift schedule [5], a preventive maintenance plan [6], a safety inspection checklist [7], a comprehensive projects list [8], and an email work order system [9] to respond to minor maintenance requests. The College has four M&O work shifts on the Prestonsburg Campus and two work shifts on the Pikeville, Paintsville, and Hager Hill locations. The multiple shifts are necessary to provide accessible buildings for the instructional program and activities.

The BSCTC Facilities Master Plan [10] is a significant factor in determining the appropriateness of the facilities in serving the needs of the institution. The Plan, which was developed during the Fall of 2006 and the Spring of 2007, evaluated the current status of the facilities and grounds as well as projected needs for the future. The Plan is an update to the 2001 master plan of the Prestonsburg Campus and the first master plan that includes the Paintsville, Pikeville, and Hager Hill campuses. Through open forums on all campuses, questionnaires, and facility evaluations by the consulting firm of Mcllwain & Associates of Lexington, KY., the following observations were noted:

  • Prestonsburg Campus
    • A performing arts/convention center building would benefit both the college and community.
    • Parking is adequate.
    • Vehicular drive around campus should be expanded.
  • Pikeville Campus
    • Additional classroom and parking needed.
    • Improve traffic flow through campus.
    • Collaborate with the East Kentucky Expo Center on programs, classroom space and parking.
  • Paintsville Campus
    • Consolidate technical programs such as Auto Body, Auto Tech, Carpentry, HVAC, and Welding into a building designed specifically for that purpose.
    • Provide more green space.
    • Improve accessibility between buildings.
    • Additional parking needed.
    • Construct a classroom building for future program and for joint programs with other institutions.
  • Hager Hill Campus
    • Enhance the Commercial Driver's License (CDL) training area
    • Provide additional classroom and storage to the west end of the current structure
  • Betsy Layne Location
    • Consider expanded learning opportunities particularly in the areas of coal mining and non-credit classes.

The College does not lease or rent any off-campus sites. The College teaches classes at area high schools but has no responsibility in the operation and maintenance of those facilities. Classes are taught at Prestonsburg High School, Magoffin County High School, Pikeville High School, Paintsville High School, East Ridge High School, and Johnson Central High School. Although the College has no responsibility for High School sites, the space allocated for college classes is adequate and appropriate.

BSCTC is fulfilling its mission of providing adequate facilities for all programs associated with the College. This objective has been enhanced by the recent construction and renovation on the Prestonsburg and Paintsville (Mayo) campuses. All four campuses have a very talented and dedicated maintenance and operations (M&O) staff [11] under the leadership of an M&O supervisor that maintain the buildings and grounds in a superlative manner. The goal of the M&O staff is to effectively and efficiently maintain buildings and grounds, do preventive maintenance, and complete work requests in a timely manner. The College's budget [12], physical and personnel resources, serve the College needs and mission [1] at an appropriate level.
