In accordance with KCTCS Administrative Policies and Procedures,
3.3.6 [1],
Big Sandy Community & Technical College (BSCTC) is committed to providing a healthy, safe, and secure campus environment
for all students, faculty, staff, and visitors. The BSCTC
Mission Statement [2]
also has a goal of providing clean, accessible and safe campuses. The Fall
2005 Exit Survey [3]
results returned from graduating students indicated 95% were satisfied with Campus Security.
While all campus community members are expected to contribute to the College's welfare, the Vice President of Business
Affairs has primary organizational responsibility for safety and security. He has delegated these responsibilities to the
Coordinator for Environmental
Health & Safety [4].
The Coordinator has received training in National Incident Management Systems as well as training for Pandemic Influenza
Preparedness. The Coordinator has responsibility for certifying of faculty and staff for the OSHA's
"Right to Know" training, the Bloodborne/Airborne Pathogens Training, First Aid training, and fire
extinguisher training. The Coordinator also has the responsibility for maintaining records of

all types of training provided/received and dates of completion. In addition, faculty integrate safety procedures to follow
as part of their individual courses, such as in
automotive technology [6],
microbiology [7],
and chemistry [8].
BSCTC established the Environmental Health & Safety Committee to oversee the safety and security of the campus
environment. The Committee is charged with the review and recommendations of all policies concerning safety issues at
BSCTC [9]. These policies are also included in the
BSCTC Safety & Crisis Management Plan
[10a].
This Committee also has the responsibility for the development of the
BSCTC Safety Manual and/or BSCTC Safety & Crisis Management Plan
[10a]. These two were merged in the Fall of 2006.
The maintenance personnel of the College are considered security personnel in addition to having two Security Guards.
The role of these individuals is to report and document immediately to the local Police Department any emergency situation
requiring their services. The local police departments will make any arrests on the campus whenever necessary. An Incident
Report [11]
via email is then completed & submitted to the Coordinator of Environmental Safety.
Campus Security is further enhanced by employment of two security guards, video surveillance at the Pikeville and Hager Hill
Campuses and two buildings at the Prestonsburg Campus, use of two-way Emergency Call Boxes on each floor of each building on
the Prestonsburg Campus, and Panic Buttons at selected locations on campus which can summon local police within two-five
minutes after the buttons are pushed [12].

The College adheres to both federal and state regulations as required by the Jeanne Clery Disclosure of Campus Security
Policy and Campus Crime Statistics Acts and the Commonwealth of Kentucky's Michael Minger Act also known as the Campus
Crime Act of 2000. To comply with the Acts,
a log [13]
is posted on the website. Whenever a crime is committed on campus, the police are notified within 24 hours and this report
is placed on the College website under the Safety/Security section. The statistics are provided on an annual basis to the
KY Council on Postsecondary Education and the U.S. Department of Education.
The Coordinator of Environmental Health & Safety maintains a working relationship with the local law enforcement agencies
and works with them on a
regular basis [11].
New students are informed during their orientation of how, who and where to report a crime or any emergency situation that
occurs on campus and also given the campus address for reporting/receiving
emergency information [14].
Faculty and staff are informed annually in an All-College meeting of existing and any new safety procedures and guidelines for
reporting
emergency procedures [15].
They are given the campus website address for the BSCTC Safety & Crisis Management Plan
(formerly the BSCTC Safety Manual)

The institution's
Pandemic Influenza Preparedness Plan

is included in the BSCTC Safety & Crisis Management Plan
[10b].
The College's Emergency Evacuation Plan is also included in this manual
[10c].
A Crisis Management Team has been appointed by the President to assemble in the event of a campus crisis or emergency
situation to handle any unplanned event that can cause death or significant harm and/or disruption to employees, students or
the public. This team's composition is listed in the
BSCTC Safety & Crisis Management Plan
[10a]
. The Team's responsibilities were explained to
everyone at the Spring 2007 All College Meeting during the
Safety Coordinator's presentation [17].
The facilities and grounds are inspected each semester by KCTCS Safety Inspectors. The Maintenance Supervisor and the
Coordinator for Environmental Health & Safety also complete a
KCTCS Safety Facilities Checklist

each semester, and this is reviewed by the Vice President for Business Affairs and the President before being forwarded to
KCTCS. In addition, state and local fire marshals jointly inspect the campus on a semi-annual basis. Specific systems such
as the fire alarm &
sprinkler system [19],
elevator inspection [20],
grill range hoods [21]
are inspected on a more frequent basis. Copies of all these inspection reports are maintained in the Supervisor of
Maintenance Operations and also in the Coordinator for Environmental Health & Safety Office and
