Big Sandy Community and Technical College (BSCTC) provides instruction for all coursework required for at least one degree program offered at each level at which it awards degrees. BSCTC ensures the quality of educational courses offered through the contractual agreements, following KCTCS Administrative Policies and Procedures, Policy 4.10 Consortial Relationships and Contractual Agreements

Nursing and Allied Health
Memorandums of Agreement (MOA) are in place with over 18 health care providers and/or facilities to support Nursing and Allied Health programs. Memorandums of Agreement are on file in the office of the appropriate program coordinator. A sample MOA is included for reference

as well as a complete list of BSCTC clinical affiliates for fall 2006

The diploma program in Dental Assisting and the Associate in Applied Science degree in Dental Hygiene are considered "regional" in nature and are, therefore, delivered jointly by Big Sandy Community and Technical College, Bluegrass Community and Technical College, and Somerset Community College. The diploma in Dental Assisting is awarded by Bluegrass Community and Technical College while the AAS in Dental Hygiene is awarded by Big Sandy Community and Technical College. The three participating colleges have signed a Memorandum of Agreement (MOA)

that details shared responsibilities such as funding, faculty, and administration of the programs.
Collegiate Beginnings/ Dual Credit
BSCTC offers dual credit courses in area high schools and all Area Technology Centers (ATCs) within the College's service area consistent with KCTCS Administrative Policy 4.15, Enrollment of High School and Adult Education Students Policy

The Kentucky Department of Education (KDE) serves as the overall governing authority for both high schools and ATCs. The Office of Career and Technical Education (OCTE) administers the ATCs.
A Memorandum of Agreement is on file for the participating institutions. A sample dual credit MOA is provided

for our high school partnerships with Floyd, Johnson, Magoffin, Martin and Pike County Boards of Education, Paintsville and Pikeville Independent Boards of Education, and Area Technology Centers. MOAs are reviewed annually. All dual credit courses listed in the MOA adhere to the same course competences established through the curriculum approval process outlined in the KCTCS Section III Rules of the Senate 2006/2007

Kentucky Educational Television (KET) Courses
The College offers a limited number of telecourses in partnership with KET and the Higher Education Telecommunications Consortium

All not-for-profit Kentucky institutions licensed by the Council on Postsecondary Education (CPE) and accredited by the Southern Association of Colleges and Schools-Commission on Colleges (SACS-COC) are eligible to offer KET College Courses that are licensed by the Consortium. Each institution offering credit for KET College Courses is responsible for enrolling students and providing faculty for instructional management of the courses on its campus.
Distance Education: KCTCS Online Consortial Agreement
Kentucky Virtual Campus (KYVC)

is a consortium of accredited public Kentucky postsecondary institutions. KYVC acts as a clearinghouse for online course and program information and as a provider of services that support online instruction

The College participates in the MOA for Online Distance Learning Consortia among the Colleges of the Kentucky Community and Technical College Systems

This MOA identifies the specific responsibilities of KCTCS institutions participating in online distance learning programs. Under the terms of the MOA, students may enroll in a local (home) college for courses provided by other (delivering) colleges throughout the KCTCS consortium while receiving the support services from the home institution. KCTCS consortial online courses are recorded on the transcript by the home college; the delivering college maintains the original faculty data, which is also posted in a secured database accessible to chief academic officers for review at all KCTCS colleges. In offering courses through the consortium, BSCTC complies with the KCTCS Administrative Policies and Procedures, Policy 4.14 Policies and Procedures Relating to Implementation of Distance Learning Instructional Support in Academic Affairs, Student Affairs, and Business Affairs

BSCTC ensures control of the courses offered through KYVC in several ways. The BSCTC Distance Learning Coordinator monitors effectiveness of the BSCTC online courses as well as other KCTCS online courses offered via the consortium. The Coordinator is also a member of the KCTCS Distance Learning Peer Team. Each of the 16 colleges that make up KCTCS has a representative on the Peer Team. The team meets monthly to exchange ideas, share concerns, and best practices.
